Am I right in saying that I should cover the vent inside the wheel with some tape and then vent the tyre itself?
You can cover the vent on the wheel if you want to run in wet conditions. Unfortunately, if you drill the tyre - it's a one shot deal and the tyre is always open.

If you drill the tyre itself, it's a 2 edged sword - yes, water (or at least some of it) and dust can come out, but it can also get in far more readily.

If water does get in, it's very difficult to dry them without taking the tyres off the rim.

My advice is - stick to the holes in the rim - cover those holes in very dusty or wet conditions.

Best analogy I can think of: drilling the tyre and the rim is like leaving your front door open and your back door open to allow the burglars out more readily. 🤣
