Which tool can i find to balans a tire or can i fix one for myself?

The wheel settles with the heavy side at the bottom and swings back and forth like a pendulum. Mark this part of the wheel.

Add some wheel weights directly opposite the heavy side of the wheel (I like bicycle wheel weights) and try again.

Repeat until there is no obvious place that the wheel prefers to stop and the pendulum effect is gone.

Smaller, lighter wheels require more precision and use of putty may be easier than weights. 1g, 5g weights are about the smallest you'll find.

I've also used golf tape, but it has a tendency to fall off.
 
You can also do a DIY wheel/tire balancer:
Put you TC on a block with the wheels above the ground. Take a rear dogbone out, so now the wheel hex spins freely. Put a wheel on an spin it by hand., et voila. Once satisfied after balancing , repeat for all four wheels/tires and you’re done.
