It doesn't have to go completely off you could use a curve so it's always running say 35% with the motor completely stopped. I don't use high gearing (stock or one tooth higher) so I really haven't had any heat problems even without a fan. Now if you are running say a 16T pinion that yes you probably want it running full blast all the time.I think linking the fan to the throttle is a bad idea. I get what you are saying, but a stock 6s motor at full throttle generates approximately 3000 Watts. At least 300 of those are generating heat. How is a 3.7 Watts fan (7.4V x 0.5A) ever going to cool that motor? You need that cool air flow on the motor when it is coasting or resting.
It's sort of like how overclockers run their cooling fans full speed all the time because they have to but normal non OCed PCs use fan curves. (though undervolting is the new overclocking with today's CPUs, you can get more speed out of a CPU by dialing back the core voltage because it lets automaticly boosted clock modes run for longer even if they are at stock speeds so you get more performance overall)
